El Pla Troncal General. Proposta d'esquema bàsic per al desenvolupament de la normalització lingüística

Resum


Given the fact that the process of linguistic standardisation in Catalonia is not comparable to any other in the "world, the «General Basic Plan» has not been inspired by any existing model. These are the successive stages needed to work out and develop this Plan: 1. Social Sciences furnish the theoretical body which is considered necessary to develop the process of linguistic standardisation and, thereby, establish its main lines. At the same time, political authorities give a political shape to the Plan in the way they think to be more suitable. 2. On the basis of these two contributions, a «General Basic Plan» (PTG) is worked out that will guide all the sectional plans to be carried out. 3. The General Basic Plan is divided into the three essential parts of the linguistic standardisation process: the economic part, the political part, and the civil part. 4. A quantitative research about the situation of Catalan language is carried out: the Index of Linguistic Standardisation in Catalonia (INLAC). 5. Knowing the results of the INLAC and the proceeding main lines within the economic, civil and political spheres, Sectional Plans are created, with programs oriented to people —directly—, or to activities. 6. Once these plans are ready, it is necessary to carry them out and to make participate people and corporations, from the whole of the Catalan society to the appropriate foreign corporations. 7. Finally, a «Council for the Revision of the General Basic Plan» is needed that will look over: a) the general process of linguistic standardisation; b) the main lines, the General Basic Plan, the INLAC, the Sectional Plans, and the diffusion of these plans.
