El treball parlamentari sobre la llengua catalana i el seguiment del procés de normalització lingüística durant les tres primeres legislatures del Parlament de Catalunya (1980-1992)

Jordi Argelaguet i Argemí

Resum

The study of parliamentary work on linguistic normalization helpfully adds to the general knowledge of this process. In this sense, the author has used the ratio of parliamentary initiatives undertaken on these issues against the total number of parliamentary initiatives as an indicator of the importance of the language question in Catalan politics, and has drawn a comparison of parliamentary work during the first three legislating terms, centered on the legislative function, the support and encouragement function, and the controlling function. The figures - in absolute terms and percentages - derived from the various initiatives for each one of these three functions - laws, nonlegislative bills, motions, interpellations, enquiries with written replies, etc.-, show the differences and changes occurred during these three terms, and help us notice the political logic behind them - be it in regard to the parties involved, or due to the fact that each term tends to coincide with a different stage in the process of linguistic normalization.
