Resum


The process of recuperation of the Catalan language as the autochthonous language of Catalonia, based to the Linguistic Normalization Act, entails a sociocultural change whose protagonists are the totality of Catalan society, guided and supported by public institutions. Under the influence of the great changes currently affecting European society, the autonomous Catalan government has designed a Master Plan of Linguistic Normalization: a dynamic tool that articulates a coordinated participation of all public and private organisms involved in this process of linguistic normalization whose main goal is that of increasing the public use of the Catalan language. The socioeconomic sphere, and the population segment comprising children and young citizens are the main strategic sectors for the intervention of the Plan, which is structured in two phases: the respect of any personal linguistic choice made by the citizens in all Communications issued by any kind of organization to its users or customers, and the respect for the right to work in Catalan as the autochthonous language of Catalonia. In order to consolidate the social use of Catalan, the autonomous Catalan government has created the Social Council of the Catalan Language, a body in which the institutions, entities and persons that are more representative of Catalan society participate. The Social Council has as its main objective to stimulate and to supervise the evolution of the linguistic normalization process, fostering it in those areas represented in it, giving reports and expressing its view on projects of general linguistic planning that have to be approved by the government of the Generalist. Moreover, the creation of a Social Council foresees the increase in contacts and collaboration with analogous bodies to be found in other territories where Catalan is also spoken.
