Resum


L’aprovació d’amnisties i la seva relació amb els refugiats estan indissociablement unides des de l’antiguitat. La primera amnistia internacional de la història de la humanitat està recollida en el tractat de pau antic més conegut, el Tractat de Kadeš (1259 aC), que va tenir lloc entre Egipte i el regne hitita. L’amnistia va ser utilitzada per afavorir la tornada a la pau després d’un període polític molt convuls entre estats, la guerra entre l’imperi egipci i l’imperi hitita; i dins de l’Estat, la guerra pel tron que es va lliurar a l'interior del regne de Hatti set anys després de la batalla de Kadeš.
