In order to understand the obstacles that face the Autonomous Catalan administration in the process of linguistic standardization, it is necessary to analyse a whole series of factors. On the one hand, there exists a restrictive interpretation of the legal framework currently in force and a certain hesitancy as regards its enforcement owing to the fear of confrontations with central government. It is clear that the different political groups recognize the Catalan language as the major differentiating symbol of the region, and all have placed the standardization issue at the top of their agendas. However, although their intentions have been good, only on rare occasions have they come up with clear policy and objectives. Other factors to take into account are the lack of any norms which prohibit and sanction breaches of the legal framework in force; the inadequate measures taken by the Catalan administration in fostering and promoting the linguistic skills of the people working for it; the non-existence of any financial stimulation whether positive or negative; the fact that public sector workers are not required to know Catalan; the low esteem in which the Catalan courses for civil servants are held and, finally, the policy of employing staff who are not sufficiently qualified to stimulate the promotion of Catalan as a purely technical tool regardless of the personal attitudes of the civil servants.
