Consideracions sobre el procediment de la subvenció i les possibilitats d'intervencionisme administratiu en matèria de normalització lingüística

Subsidy procedure has always been a means of intervening in social policy. Subsidies are related to sectorial programs or have to do with specific intervention by power-holding bodies, which establish the conditions for granting the subsidy in accordance with goals of general concern to the community. We can draw a parallel between proposals for action on language standardization and any procedure which implies the joint action of government (or its representation through other entities) and an organization. Social intervention by government through the granting of subsidies in language standardization may be direct (for cultural industries and standardization in local corporations), or indirect (through the habitual calls for subsidies awarded by governments as part of their jurisdiction). In Catalonia, there is also what is called a conditional subsidy, implemented by contract, through the inclusion of administrative clauses obligating the contractor to use the Catalan language in all activities stemming from the contract. In this case, the language requirement may be considered a criterion for preferential consideration in the granting of the subsidy. The recipient must catalanize those intrinsic elements of his performance having language implications, and must view standardization as an ongoing obligation. It is a measure aimed at building language awareness among the country's performing sectors. Government may carry out whatever inspections and surveillance are necessary in order to guarantee the level of compliance set forth in the subsidy orders and in the list of specifications.
